Héctor Olavarría Tapia has more than twenty-six years of experience in the telecommunications, media and technology (TMT) practice. He has held various positions within the Mexican Federal Government, all linked to the TMT market.
He was part of the interdisciplinary team that represented the Mexican Government at the first international services panel before the World Trade Organization (WTO).
Among the different government responsibilities, he was Undersecretary of Communications at the Ministry of Communications and Transports, where he conducted the financial restructuring of several projects and companies in the sector. He was President of the Inter-American Telecommunications Commission (CITEL) for the period 2009-2012. In January 2013 he was recognized as a Senior Telecommunications Expert by the International Telecommunications Union.
He has participated in various Boards of Directors, including: Mexican Postal Service (SEPOMEX); Telecomunicaciones de México (Telecomm); Banco Forjadores, Institución de Banca Multiple, and Maxcom Telecomunicaciones, S.A.B. de C.V., where he also chaired the Audit Committee for more than 6 years.
His unique perspective and experience in working with both public and private clients allows him to provide practical and efficient solutions to legal and business problems.
Expert in designing strategies for crisis management, especially in litigious contexts and corporate conflicts. He has participated in complex debt restructuring of publicly traded companies, in preparation for the divestiture of assets or outright sale. Within his client portfolio there are Mexican and foreign companies whom he counsels on issues related to mergers, acquisitions and spin-offs, corporate governance, contracts, government affairs, international biddings, among other topics.
He is currently Managing Partner at Olavarría & Alfaro, S.C.

Jorge Rodríguez is a lawyer graduated from the Universidad Iberoamericana (UIA), with diplomas in: Contracts from the same university; Telecommunications and Business Law, by the Instituto Tecnológico Autonómo de Mexico (ITAM), and Special Management Training Program at Instituto Panamericano de Alta Dirección de Empresa (IPADE).
Jorge has more than 30 years of experience in the following sectors: telecommunications, broadcasting, finance, labor and social security.
He has held various senior management positions, both in the federal government and in the private sector, such as:
July 2018 - January 2021, Executive Director, Grupo Financiero Banorte.
December 2015 - July 2018, General Director of Communication and Corporate Affairs at Grupo Financiero Interacciones.
January 2013 – November 2015, Partner at the Denton’s firm, López Velarde, S.C. and, in parallel, General Coordinator at the Inter-American Social Security Commission (CISS).
December 2006 - December 2012, Undersecretary of Employment and Labor Productivity; Head of the Secretary's Office, and Head of the International Affairs Unit at the Ministry of Labor and Social Welfare (STPS)
March 2001 – November 2006, General Director for Broadcasting at the Ministry of Communications and Transportation (today SICT).
May 1997 - March 2001, Federal Telecommunications Commission (today IFETEL), General Director for Long Distance and Value Added Services; he was also General Director for Legal Assistance and International Negotiations.
Additionally, Jorge was a board member of the Instituto Mexicano del Seguro Social (IMSS); organized and chaired the G-20 preparatory Labor meetings (2008-2011); was elected member of the Freedom of Association Committee at the International Labor Organization (ILO), position that was not held by a Mexican since 1963; organized trilateral forums regarding the 2012 labor reform; and was in charge of managing, on the Mexican side, the North American Labor Treaty, parallel to NAFTA.

He has more than fifty years of experience in the application and interpretation of Mexican legislation, particularly in labor, civil, commercial and administrative matters. Specialized in:
Tania Muñoz is a lawyer with 16 years of experience in constitutional, administrative, commercial and corporate litigation. She is also a well known lawyer specialize in the TMT sector. She has worked at he Treasury Ministry, PROFECO and other law firms.
